DBZ:How come Broly become a super saiyan?And is Broly an Ascended Super Saiyan?Can he defeat a Super Saiyan3?

Both Broly and Goku were born around the same time. Broly's power level exceeded 10,000 while Goke's power was about 10. But because of Broly's intense power the king of planet vegeta sent broly to imprisonment in a secluded area and as been sleeping until the beginning of the DBZ movie. despite his power level I doubt he ever reached the necessary requirementsto become a super sayain or has been one without even trying. doubtful since he never advanced past 10,000 unlike goku who's: POWER LEVEL IS OVER 9000! and continued to grow.
