Do you think someone should try to get their kids back from the State?

This person doesn't have termination of rights and the State can not get them. The reason being is the parent didn't harm the children but the state feels it's best to not return the children stating the children are best in their foster home with foster parents that refuse to adopt. Now three of the children there will never be adopted who are not this person's children but former step-children. The father of the 3 children gave up rights and the mother was terminated forcefully. The cause of the issues stemmed from the unknown abuse from the Father and known abuse from the mother. Due to the involvement of this person and marriage to the father, should this parent keep trying to get custody of these children? Again she got involved with the abuse of the other three not ever realizing and no one saying different including the state that the father was doing this behind closed doors. Now this parent not knowing the abuse that occurred when she wasn't around and the children finally set the record straight to the anger and abusive nature in therapy over the last 2 years and having no contact with these children and one being hers, what should she do? Now she has not money for lawyer, the father is no longer in the picture, the other mother is not allowed to be in the picture and the father of her child is terminated too. The state refused her a lawyer in the past and has not granted her one since. The children would like to be raised by her but seeing how the state is making their mind up for them, they are stuck with no voice. She feels too upset in court to display appropriate law tactics to help her case and needs a lawyer to help. This is a Texas case. Now knowing children in states custody even over the age of 8 have little to no chance of adoption with emotionally issues which the three had and now her child has and them more likely being moved from home to home in the next years until reaching age of 18 with not foundation or help from the State at 18. What should she do? Has looked for lawyers for 3 years in all of this and refused lawyer services and doesn't make enough money to pay her own. Her family wipe their hands of this and have their own prior CPS records of abuse to her thus no able to take the children. Now the three children's families have done the same thing, they refused to raised them and the state tried to place them. So they have one parent who wants them and has asked for help for everything under sun when she had them and due false allegations that the State states they are false still not help her get them back. The foster family for Texas gets $25 plus a day for each child, free medical, free clothes, free food vouchers, free school supplies and free daycare for them. What should she do? Legislation could care less.
