Is it appropriate to spend a lot of time with a guy who has a gf?

If he wanted to take it to the next level, he would! It really does sound like he thinks of you as just a best buddy! He is doing things with you that he would do with a guy friend, you just happen to be a girl. I wouldnt read too far into this....
