Do I give up on this girl? If so do I tell her?

I'm 17 and a senior in high school. I have known "Hailey" for over a year now, and we have had 3 cles together. At first we flirted a lot, and she seemed really into me. Then our friends made fun at us, and Hailey is pretty self-conscious so our friends made made her indirectly become less attracted to me (that's my theory). I've given up on trying to be her boyfriend, but I still wanted to be friends, but since we became "friends" (in quotes because she rarely talks to me, but still is quite flirtatious with me in cl) we have not once hung out outside of school which bothered me. She is the kind of person to say "i hate you" but says it with a smile so it is very hard to judge at times, getting thrown these mixed signals. But the cl we are in now I think our peers pushed her to the point where she does hate me, or just not wnat to be friends at all. She offered the boys enxt to me in cl to go sledding with her and her friends, and made it pretty clear I wasn't invited. So I've decided to stop trying to be friends with her, because since it hasn't gone anywhere yet, it never will. Is this good logic? And if I do decide to stop trying with her, do I let her know that I am done trying to be friends with her? Or should I just let her gradually figure it out on your own? Everyone's opinion is much appreciated, thank you!
