In microsoft word, what does the blue line under text mean?

Although "can" and "not" are both correctly spelled, the correct use and word in this case is the word "cannot". The blue line is 'suggestive correction'. It dosent always work and it is not always correct, but in this case, I'd have to agree that it is: "cannot".
